Penrith. CBD needs change

Penrith business and property owners believe the CBD needs change now and they want a revised city centre strategy to drive cohesive investment and development. Those commenting on a review of the city centre's strategies said High Street and its surrounds looked tired and uninviting to shoppers. The carve-up of High Street, from a thoroughfare to a mall and back again, had fragmented business and left shoppers with no reason to visit the CBD other than to pass through on their way somewhere else, many said.
